Dr. Anand Prakash Maheshwari
Dr. Anand Prakash Maheshwari, much like his style of functioning, comes across as unconventional and distinct. He achieves this through a remarkable mix of personal and professional incidents, which have chartered his early years followed by a strong foundation for a long and distinguished career.
Early Life & Education
Born in 1961, his early life was nurtured at Kadel imbibing strong values and ethics. However, a rural upbringing posed challenges of schooling during a lateral shift to urban schools. The cultural and language deficit were overcome with persistence, hard work and an indomitable spirit. This was to define his life trajectory. The challenges were faced unequivocally with infallible determination further propelled by in ground generic creativity with extreme humility to learn from anywhere. He empowered himself to make a place for himself in the top of the All India Higher School Exams in the year 1976-77.
An alumnus of Sri Ram College of Commerce (1980), his higher education included an MBA from Podar Institute of Management, University of Rajasthan (1982), Member of Institute of Company Secretaries of India (1982), Member of Institute of Cost Accountants of India (1986), 2 year Diploma in Computer Applications, IIMT Ghaziabad and a Ph.D in Sociology with a special focus on Communal violence and social conflict resolution.
Dr. Maheshwari took the Civil Services exam in 1984 and was offered the elite Indian Police Service in his first attempt. He stepped into the hallowed portals of the National Police Academy with a steely resolve. The homespun ground level values instilled in him, paired with his innate sense of positivity and empathy, compelled him to be committed to the society. And the exposure to the quality of professional life and value-based existence full of constructive opportunities both in the state and central government, he decided to dedicate himself to policing as a mission in life.
Police Career and Beyond
Dr A.P. Maheshwari (an IPS officer of 1984 batch) gaining intense experiences during his tenures in communally sensitive towns of UP; conflict ridden zones of Assam, J&K & states impacted by maoist violence while being with the CRPF and BSF; rose to head the Bureau of Police Research and Development and Internal Security Wing of Ministry of Home Affairs. He culminated his career as Chief of the largest armed police force, the CRPF. Post retirement his services were also utilised as advisor to Lt Governor Pondicherry.
He has been decorated with the President Medal for Distinguished Services, Police Medal for Gallantry and a dozen other decorations for Internal Security, Operational excellence in difficult areas and administrative acumen.
He also received the President Award for conduct of Elections as Head of CRPF and Govind Vallabh Pant award for publications.
He has been associated for training and other assignments with institutions of excellence like London Business School, IIM Ahmedabad, IIPA Delhi, NPA and various universities. In addition, he directly supervised over a dozen training institutions at the apex level under Border Security Force as well as BPR&D.
While being with BSF and CRPF for a long spell of 14 years he has made a deep impact through community participation on various environmental projects as well as those related to empowerment of women and Children as part of his personal social responsibility.
With CRPF he worked towards the preservation of Heritage Buildings of the Force and also towards cultural confluence of this Pan-India Force across various states, in particular cultural programs, art work, paintings and sculpture.
An Alumnus of SRCC, Delhi and MBA, He did his PhD in communal conflicts. Besides the publication of his thesis work on management of communal conflicts, he has authored over 14 books on several poignant facets of life which have been well appreciated both in the professional as well as other eminent circles. His works have received appreciation from APJ Abdul Kalam, Gaurapant Shivani, Gopal Das Neeraj, Ruskin Bond & others. He has published over 40 articles & many of them have been picked up by National Dailies & Professional Journals.
Post retirement he is actively engaged with NGOs working in the domains of Clean Air, prevention of Cancer amongst children in rural areas and facilitation of Divyangs.
He has also been associated with Lucknow Expression Society and its events including Metaphor Litfest as its Patron.
He is a pro-bono security advisor with ELCINA and also a member of advisory council to Shiv Nadar Foundation.

For Dr. Maheshwari, personal growth has always been inseparable from social responsibility. Beyond his decorated career, he has consistently stepped into communities — speaking to young students in rural schools, engaging with underprivileged children, and championing causes that uplift the vulnerable and the voiceless.
Whether participating in health and wellness walks, spending time with children in remote areas, or honouring the courage of the nation’s gallant warriors, he brings the same warmth and grounded humility that has defined his life’s journey. His belief is simple — a truly cultivated self finds its fullest expression in the service of others.
