National Security, Intelligence & Public Order Dr. Maheshwari’s career has been deeply embedded in India’s internal security architecture spanning counter-insurgency, internal security operations, border management, and public order. His roles across civil policing and armed forces leadership placed him in environments where incomplete information, evolving threats, and sensitive ground realities were constant.
As police chief across seven districts in Uttar Pradesh, and through senior command positions in CRPF and BSF, he developed deep insight into maintaining law and order while managing communal sensitivities, political complexity, and community trust.
This experience shaped his understanding of intelligence-led decision-making, threat assessment, counter-radicalisation, and the importance of perception and trust in sensitive environments, recognising that security is sustained as much through credibility as through force.

At the apex level of internal security, Dr. Maheshwari handled diplomatic engagements with neighbouring countries and UN agencies, and addressed FDI-related security considerations that required balancing national priorities with global cooperation.
Within India, he built strategic partnerships with IITs and IIMs, leveraging academic expertise to strengthen communication systems, outreach, and human resource frameworks within public institutions. Across roles, he consistently operated within multi-agency environments coordinating ministries, state governments, armed forces, academia, NGOs, and civil society.
This experience reflects a sustained engagement with complexity: aligning diverse stakeholders, navigating legal and operational frameworks, and building consensus where competing interests exist.

Beyond leadership and policy, Dr. Maheshwari has worked deeply within the operational backbone of large institutions.
In CRPF and BSF, he oversaw extensive habitat management, including group centres spread across hundreds of acres supporting thousands of families. His approach balanced operational readiness with quality of life, sustainability, and long-term institutional resilience.
He also led end-to-end supply chain systems, from defining quality standards to ensuring last-mile delivery of critical operational and daily-use supplies, emphasizing transparency, efficiency, and accountability across dispersed geographies.
Across roles, he prioritised technology integration and innovation, recognising that institutions must continuously evolve to meet emerging security, governance, and operational challenges rather than rely on legacy systems.

As Director General of the Bureau of Police Research & Development (BPR&D) and head of the BSF Academy, Dr. Maheshwari strengthened the role of research, training, and academic engagement within public institutions.
He led national-level initiatives including conferences, workshops, and large-scale studies, advocating for evidence-based policy, structured learning, and institutional capacity building. His work consistently bridged the gap between theory and practice ensuring that research informs real-world decision-making.

His experience in perception management involved sustained engagement with communities, media, and stakeholders across conflict-affected and urban environments, ensuring alignment between institutional intent and public understanding.
Beyond formal roles, he continues to engage deeply with society through mentorship of NGOs and civil society organisations, guiding them toward sustainable impact, and through public speaking and authorship.
