Dr. Anand Prakash Maheshwari

Dr. Anand Prakash Maheshwari, much like his style of functioning, comes across as unconventional and distinct. He achieves this through a remarkable mix of personal and professional incidents, which have chartered his early years followed by strong foundation for a long and distinguished career.

Born in 1961, his early life was nurtured at Kadel imbibing strong values and ethics. However, a rural upbringing posed challenges of schooling during a lateral shift to urban schools. The cultural and language deficit were overcome with persistence hard work and an indomitable spirit. This was to define his life trajectory. The challenges were faced unequivocally with infallible determination further propelled by in ground generic creativity with extreme humility to learn from anywhere. Empowered himself to make a place for himself in the top of the All India Higher School Exams in the year 1976-77.

An alumnus of Sri Ram College of Commerce (1980), his higher education included an MBA from Podar Institute of Management, University of Rajasthan (1982), Member of Institute of Company Secretaries of India (1982), Member of Institute of Cost Accountants of India (1986), 2 year Diploma in Computer Applications, IIMT Ghaziabad and a Ph.D in Sociology with a special focus on Communal violence and social conflict resolution.

Dr. Maheshwari took the Civil Services exam in 1984 and was offered the elite Indian Police Service in his first attempt. He stepped into the hallowed portals of the National Police Academy with a steely resolve. The homespun ground level values instilled in him, paired with his innate sense of positivity and empathy, compelled him to be committed to the society. And the exposure to the quality of professional life and value-based existence full of constructive opportunities both in the state and central government, he decided to dedicate himself to policing as a mission in life.


Dr. Anand Prakash Maheshwari is known for revolutionising management of communal violence. By adopting proactive managerial response models of holistic interdependence, Dr. Maheshwari introduced predictive policing based on evidence based models that helped in evolving counter radicalisation drives. These models succeeded in Moradabad, Kanpur & Gorakhpur with minimal communal fertility. His focus on strategy and swift implementation in an integrative multi-agency environment led to successes.

Through his first hand experience in varied tough situations, Dr. Maheshwari developed deep insights into a plethora of subjects across a wide spectrum which include leadership, inter personal relationship, human rights, communal harmony, besides Police Operations. This learning was further refined by various reputed institutions which include London Business School, IIM Ahmedabad, IIPA New Delhi and National Police Academy, Hyderabad. As a Police professional he has been leading diverse policing domains which range from Counter Insurgency, Homeland Security, Crisis Management, Correctional Administration and Community Policing to Border management.

As part of his self internalization process, he has undergone some intrinsic programs on ‘Inner Engineering’ and ‘Bhav Spandan’ from the Isha Foundation, Coimbatore as well as on ‘ Yoga and Naturopathy as a Way of Life’ from the Haridwar-based Patanjali Yoga Peeth.

His sense of empiricism stems from years of personal experience.   In aggregate 20 years of service span of policing in State of U.P, 10 years in CRPF, 04 years in BSF and over 02 years in Ministry of Home Affairs (including assignments of DG BPR&D and Special Secretary –Internal Security), his experiences have left him enriched and humbled.
